Not Sure What It Did

I put it down everywhere about 48 hours prior to a rain (watering) as instructed, and the Sedge is still bright green after 2 weeks. I even see Clover and other weeds showing through (they had already emerged prior to me putting out) and growing. I put down 6 bags.

Post-emergent herbicides should be applied once soil temperatures reach at least 55 degrees. Based on the zip code associated with your account, it appears that temperatures over the past month have been too low for optimal results. Given these conditions, the effecriveness of the application may be significantly reduced. For future application timing we would advise contacting your local extension office.
