While there is not a product specifically labeled to control dichondra, it appears to be very sensitive to 2,4-D products like Trimec Southern Broadleaf Herbicide.  Otherwise you can spot treat the dichondra areas with Roundup Quik Pro and reseed those areas with fescue 2 weeks after treating with the Roundup.
