Yes, Bonide Stump Out Stump & Vine Killer should kill the stump and keep it from sprouting. The Bonide Stump Out Stump & Vine Killer works best when applied to freshly cut stumps so it would be advised to cut the stump before applying. You would still need to do your part to remove the stump but the Bonide Stump Out Stump & Vine Killer will prevent resprouting  This product should be applied when rain is not predicted for at least 24 hours to prevent the rain and/or wind from disturbing the product.
