I have several shrubs with black sooty mold due to white flies. I have tried Neem Oil, homemade solutions, but nothing works. They are awful in spring to summer. If I put this around my bushes now will it prevent the population from developing?

Being a systemic insecticide, this product will take time (1 week to 3 months depending on the size) to move throughout the tree/shrub and and roots therefore it is recommened to apply in early spring and early fall for preventative measures 2-3 months before pest pressure increases.
Talstar P can be used as a monthly foliage treatment to shrubs, trees, bushes, etc for whiteflies, scale, mealybugs, etc that are common causes of the issue. Talstar P is mixed at 0.5 to 1 fl oz per gallon of water and applied every 30 days for control. View the full product label here.
To remove the black sooty mold, spray infested branches, trunks, limbs and foliage with a water hose.
