Will Rodeo kill American Pondweed if sprayed on the floating leaf of the submerged plant?

I have about a 1 3/4 acre pond with American Pondweed growing around the perimeter up to 15 feet from the bank at a depth of no more than 4 feet.

Rodeo Herbicide is not labeled for American pondweed so we cannot confirm if it will kill it. Diquat Water Weed and Landscape Herbicide would be a good option to use (.75 fl oz per gallon) and should be used with a surfactant, such as the Non-Ionic Surfactant. The ratio for that product is 1-2 teaspoons per gallon of water.
