Will Snapshot DG Herbicide prevent creeping charlie from growing?

Answer:

Snapshot DG Herbicide is not labeled for pre emergent control of creeping charlie (ground ivy) and unfortunately, there aren't any pre emergent herbicides on the market that are labeled to prevent it from germinating.  Tarping the soil as you are doing, and consistent post emergent treatments are what will lead to success and removal of it from the yard.
