If not can you advise on what will. I have a bad infestation of it.

No, Solitare Herbicide is not labeled for mugwort root.  Pasture Pro is a good product that is labeled for mugwort and can be used in your lawn and/or on pastures. Please check the label with regards to the type of turf you have and if the product can be used there.
