Would Resolute 65 WG work to control a variety of weeds in Phoenix where weeds grow through the rock yards?

I am looking for A PRE-EMERGENT to control all weeds growing in rock yard (no grass). There are cactus, ocotillo, and Rosemary bushes growing in the same vicinity of the yard, etc.
