Yes, you can mix Precor IGR with Conquer Liquid Insecticide. The Precor IGR is an insect growth regulator and can be mixed with most insecticides to stop the insects’ reproduction cycle.
Conquer insecticide can be used in a hose end, hand pump, or backpack sprayer for outdoor applications. It does not come with a sprayer as you choose the device you plan to apply it with based on your needs.

Conquer Liquid Insecticide is not labeled for lice on people, there are products you can purchase over the counter for that treatment or contact your doctor. In reality, lice cannot live off of a human and in the environment. Every pest has a specific way its biology works, what it needs to survive or thrive, and how its life cycle progresses. In the case of lice, they are not going to survive in the home as a home is not a condusive environment for them. They need the moisture and heat our bodies provide, and that direct contact to our bodies, to maintain life. Conquer Liquid Insecticide is not labeled for Japanese beetles. A better option would be something like Bifen IT.
Conquer Liquid Insecticide is only labeled to be used in a mechanical aerosol fogger or generator which produces particles of aerosol size thirty (30 microns or less.. This would be something like the Actisol units.
Conquer will kill the roaches and other insects that contact a treated surface but should not be the only product used to effectively eliminate an infestation. Conquer Liquid Insecticide must be diluted with water at 1-2 fl oz per gallon of water. It can be applied to interior cracks and crevices and outdoors as well as directed on the product label. This product alone will not keep them away forever but if they contact the treated areas they will be eradicated. These products contain different active ingredients and are made by different companies. They do share some of the same pests on the label. Conquer Liquid Insecticide contains esfenvalerate and Demand contains lambda-cyhalothrin.
Pets should always be kept out of the areas while treating and until the application has completely dried however, any animal could be sensitive to any product, including Conquer Liquid Insecticide.
