Grubs Away Insecticide is not labeled to control earthworms nor other beneficial insects. That being said if any were to ingest roots of treated plants/grass they could be killed.

Yes, Grubs Away is pet safe if used as directed on the product label.
To treat specifically for Japanese beetle grubs, Milky Spore would be the best for both lawn and any edible garden. Milky Spore is harmless to food crops. It is not a chemical pesticide. It may be used in gardens, around pools and wells. Though we will say that if you are in Florida, you do not have Japanese Beetles grubs as they have yet to be identified as a pest in the state at all. You would need to use a product like Grubs Away for the lawn only which is labeled for the more commons species of grubs found in your area. To find out when the best time to apply is, you would need to contact your local Master Gardener to make sure you are apply the product at the right cycle in your area to get the most results from the product. Applying it too early in their cycle or too late can cause you to only see partial results.
A product that would be safe to treat the soil in your garden would be the Fruit Tree & Vegetable Systemic Soil Drench.Grubs are on this label and your harvest interval after application is going to vary from 7-21 days so be sure to read the product label to see which applies to your vegetables.
