Sevin Concentrate is best applied directly to the plants you need to treat for Japanese Beetles adults, it is not meant to be used just on soil. Milky Spore would be a better option to treat for the Japanese Beetle grubs in the soil.
Sevin Concentrate is not systemic so is not absorbed by the plants. It is labeled to control many varieties and species of caterpillars so would kill any that feed off the plants foliage or areas that have been sprayed.
Sevin Concentrate is not labeled to be used on banana trees. You could use a product such as Ferti-lome Triple Action for Japanese beetles on fruit trees up to day of harvest.
On the bottle of Sevin Concentrate there should be a series of letters and/or numbers either on the bottom or top of bottle named LOT numbers. You can contact the manufacturer with that information and they can advise how old it is.

The normal protocol in the industry when using the same sprayer for multiple chemicals including Sevin Concentrate, is to triple rinse it between each use or use a tank cleaner. You would want to run clean water not only through the tank, but pressurize it to pump clean water through the pump itself, hose, wand and nozzle to clean them. As long as you do a thorough job rinsing it you can swap over to a new chemical right away in the same sprayer.
Sevin Concentrate is labeled to treat bark beetles. The label states it should not be applied to trees larger than 10 feet tall; this is possibly because doing so would not apply an adequate amount of product to the trunk to be effective in killing insects that contact it. When treating for bark beetles, it is recommended to spray up to 15 feet high since generally they do not go much higher than that. You can use a product like Permethrin SFR to do so. Unfortunately, once the borers have already infested the tree there are not any viable treatment options as they would be protected from sprays. In cases of infestation, the general recommendation is simply to protect the surrounding trees with preventative sprays with a product labeled for such a use. Infested trees will need to be trimmed and/or completely removed.
Sevin Concentrate is mixed with water in a hand pump sprayer or hose end applicator as directed on the label. Most hose end applicators have indicators or you can see the liquid amount.
You will mix 3 fl. oz. of Sevin Concentrate per gallon of water to use on apple trees for listed insects. Check the label to make sure of when to stop spraying before harvest.
