We do not recommend applying Sevin Granules near a pond as it could be toxic to fish. Essentria IC3 is non-toxic to aquatic life, including fish, when used as directed on the product label. IC3 will eradicate spiders and other listed pests.
Sevin Insecticide Granules are not labeled for biting flies and gnats. You can apply a product like Talstar P instead, and flies that land on the treated areas will be eliminated.

Sevin Granules should not cause any damage to a pool liner if they are used correctly. You would need to be sure the granules are watered in as directed and that the application is completely dry before placing anything on top of the turf. Can you specify what insects you may be targeting? This product will not protect from insects like termites.
We would recommend applying Sevin Lawn Insecticide Granules and a gopher repellent at separate times. Sevin Granules should be broadcast on the lawn using a spreader and then watered in to activate them, per the product label. Once the lawn has dried you can apply your repellent.
