You may consider Captain Jacks Deadbug Brew Concentrate instead, which is labeled to control codling moths, and can safely be applied to lawns, ornamentals, home vegetable gardens, and fruit and citrus trees if used as directed on the label.
You can apply Southern AG Thuricide BT Caterpillar Control to small bagworms. Once the worms are in their cocoons, you would have to physically remove them or trim off the infested branches as insecticides will not penetrate through the cocoon.
