The surfaces treated with the Talstar P (Talstar One) should be completely dry prior anyone returning to those areas. They should remain gone for a minimum of 2 hrs.
If you are indeed dealing with boxelder bugs, and what you have described does sound like boxelder bugs, then a product called Talstar P will do a great job for you. Talstar P can be sprayed directly on the plant foliage and it can be used on and in the house. We do recommend that you look up a few pictures of boxelder bugs online just to be sure they match the insect that you have spotted at your home.

Talstar P is labeled for roaches but is not the best choice, especially for German roaches, as they typically require a more aggressive treatment. German roaches reproduce at a rapid rate and can be resistant to many products that have been used over time. The most effective way to treat for German roaches is to use a combination of an insecticide residual spray, strong roach bait gel, and an insect growth regulator (IGR). Talstar P will only kill those that contact a treated surface. Any new growth will not be protected and will need to be sprayed. It can be used once a month or every 7 days at the low rate.
Most insecticides like Talstar P and herbicides such as 2,4-D, are able to be tank mixed together, just make sure you follow each product label instructions for "tank mixing" instructions.
