Will Halo 75 WDG kill poa annua in Tall and Fine Fescue?

Unfortunately, Halo 75WDG Select Herbicide is not labeled to help control poa annua. In cool season turfgrasses, you are limited to spot treating with a non-selective, like Roundup, and reseeding because poa annua is technically a cool season grass like Fescue.
