It is not recommended to apply Essentria G Granules in the rain. The granules do need to be watered in after application, so you can apply right before it is going to rain so that the rain will activate the product instead of it being watered in by hand.
Yes, Essentria G Granules is labeled for ants and it can be applied as an exterior perimeter treatment, a mound treatment and as a turf/landscape treatment. According to the product label, FOR EXTERIOR PERIMETER TREATMENTS: Apply uniformly to ground area 5 to 10 feet wide around and adjacent to structure. Apply 2 to 5 lbs per 1,000 sq ft (rates depend on the severity of infestation). Repeat as necessary. FOR ANT MOUNDS/NESTS: Sprinkle 1 to 2 teaspoons over the nest. For red imported fire ant mounds, use up to 1 /2 cup (8 tablespoons) over each mound and up to 2 feet around each mound. FOR TURF/LANDSCAPE TREATMENTS: Apply at a rate of 3 to 5 pounds per 1,000 square feet. For best results, water grass with 1 /8 to 1 /4 inch of water but stop watering before puddling occurs. Repeat as necessary.

Essentria G Granules can be applied on lawns and landscaped areas as well as bare ground areas.
There will not be any insecticides specifically labeled for lantern flies as they are an invasive species that appears to have been primarily introduct to PA in the US and not many other areas so far. Normally they are only found in areas of China/Asia and Japan. We found this Penn State article actually that has a whole intiative taking place to try and remove them from the state and people to contact and inform if you have them on your property. You could potentially use something like the spray version of Essentria for the flies on the trees and areas they lay eggs on bark, but you may want to reach out to the contacts at the link below first.

Essentria G Granules are not labeled for Japanese Lantern Bugs aka Spotted Lantern Flies. There are very few products on the market labeled to control this invasive pest.
For ornamentals, trees, and shrubs, we recommend using Safari 20SG Systemic Insecticide with Dinotefuran as a once a year systemic treatment while also using the Talstar P as a foliar application. Depending on the severity of the infestation you may need both, specially since systemics take time to work.
For Ornamentals and Lawns, Talstar P can be used as a foliar spray applciation at the rate of 0.25 fl oz to 0.5 fl oz per 1000 sq ft (10-20 fl oz per acre) to lawns.
