When applying Permethrin SFR 36.8% as a flea/tick dip to dogs you are using a lower rate of the product making it safer for contact. It is still advised to try to prevent them licking themselves until dry if possible just to prevent ingest while wet.
Permethrin SFR 36.8% should only be used around the perimeter of hard floor rooms, such as along baseboards and in cracks and crevices where you should avoid mopping as it will remove the product. Inside applications are bare minimum application areas and are just a light spray/application to the area, should not be dripping.

Permethrin SFR 36.8% is oil-based so could leave an oily sheen on treated surfaces but does not stain.
Permethrin SFR 36.8% has a slight aromatic scent that will dissipate as the surfaces dry and the area is properly ventilated, typically after 4-6 hours outside and an hour inside when used as directed.
The Label states that Permethrin SFR 36.8% is safe for indoor use. Once the product dries, and as long as you didn't spray the furnace directly, it is safe.
Permethrin SFR 36.8% is not directly labeled for noseeums. Bifen IT is a very popular product to apply outdoors to a yard for noseeums. We also have a great article for them here.

We usually do not recommend Permethrin SFR 36.8% for treating for bedbugs. This is because of the high chance of resistance. Permethrin SFR is not labeled for use on furniture or mattresses. Instead, we recommend you use a product called Transport Mikron. This product has dual active ingredients to avoid resistance by the bedbugs and it is labeled for use on furniture and mattresses. Transport Mikron is mixed at 1.25 fl oz per gallon of water per 1,000 sq ft.
