Talstar P (Talstar One) is mixed at 1 fl oz per gallon of water. It can be applied safely to ornamentals (nothing edible). While it might kill broad mites as well it is not labeled for them so we cannot recommend it for this use.
Please keep your pets out of the Talstar P treated area until dried. After the product is diluted there is only a small enough amount of active ingredient to harm small insects. If your cat were to nibble on a small area no harm should be posed. You may also want to consider having the service not treat where your cat may be nibbling.
We do not recommend using Talstar P for powderpost beetles. The label does allow for this application in voids and galleries of damaged wood, but this would be a difficult applciation. Our most popular treatment for this pest is using Boracare on raw wood that is infested. If you need to treat finished wood such as wooden floors, then you would either need to strip the wood to treat it, or spot treat the individual holes using Jecta, which is a ready-to-use formulation of Boracare. We have more tips in our Treatment Guide for this pest here.
Talstar P cannot be used on pets or on edible vegetation or in places where it could potentially get into a body of water or a water supply. For your convenience we have linked the product label in our answer but the product labels are available for each product on our site and you can see the product label links on each individual product page
