Permethrin SFR cannot be used in a fogger nor can Tekko Pro Insect Growth Regulator outside for fleas. You could use Riptide and NyGuard IGR but Riptide is a contact kill only and will not provide any type of residual control. A better option would really be to use Permethrin and Nyguard or Tekko in a pump sprayer as directed on each product label so that you can continued control.
Both Tekko Pro and NyGuard IGR are labeled for mosquitoes. Tekko Pro contains Novaluron - 1.3% and Pyriproxyfen - 1.3%. The NyGuard IGR concentrate contains Pyriproxyfen 10%.
