No, Mother Earth Scatter Bait is not labeled for fleas. This product is more geared towards pests that reside in the soil such as crickets, earwigs, etc.
For outdoor flea control, we would recommend using the Outdoor/Indoor Flea Kit. You will mix 0.5 fl. oz. of Onslaught with 1 fl. oz. of Martins IGR for the first treatment. Onslaught is the actual insecticide and Martins IGR will stop the fleas from reproducing. You will do another treatment 14 days later with 0.5 fl. oz. of Onslaught only.

Lizards normally feed off of insects, they're not known to be attracted to baits and there's really a small possibility of a lizard becoming intoxicated if it eats enough bugs that have eaten the bait. Furthermore, once you've been able to decrease the insect population with the bait, the lizard population will also decrease due to the shortage of their "food source", the lack of insects in the area will make them look for food somewhere else.
