If the ground is frozen there really is no need to apply Permethrin SFR as the ticks will not be active and out in an area to absorb much of the chemical. It would be more beneficial to spray as we start getting into spring and temperatures are rising, when the insects would be more active and affected by your application.
The mixing ratio of Permethrin SFR 36.8% is 1 2/3 fl. oz per gallon of water. It is recommended that you spray the bark on the tree but not to the point of runoff. Permethrin will also help protect other trees from becoming infected. Please see the label for complete application instructions,
Permethrin SFR 36.8% would not need to be mixed with Cyzmic CS as both products work on the same insects and would create a strong smell to the insects that could result in a repellent instead of a barrier.

Permethrin SFR 36.8% is labeled for many types of borers and can be used on ornamental trees. For Dogwood Borers listed on page 39 of the product label, the recommended rate is 1 to 2 quarts per 100 gallons (0.32 to 0.64 fl oz per gallon / 3.2 to 6.4 fl oz per 10 gallons of water). Apply to the lower branches and trunks prior to adult emergence. Thorough coverage of bark is required for control. Please review the product label for mix rates and application instructions.

You would not treat entire areas of the lawn that are in full sun as it is not habitable for them there.
An exterior application of Permethrin SFR has a four week residual.
