To treat ornamental plants for whiteflies, you can use 0.26 – 1.28 oz of Bifen XTS per 10 gallons of water, per the product label. The rate at which you set your hose-end sprayer will depend on what settings are available, although this is a pretty low rate per gallon of water with the highest rate being 0.128 oz per 1 gallon of water. 1 gallon of water usually treats about 1000 sq ft of turfgrass, so it will likely treat less area if you are treating dense ornamental growth. Be sure you are treating all the leaf surfaces until they are wet but not to the point of runoff.
We would not recommend using Bifen XTS at temperatures over 85 degrees as this is an oil based product and can burn plants it comes into contact with under extreme heat. We recommend spraying in early morning or late evening.
Bifen XTS cannot be used in a thermal, ulv or propane fogger but can be applied using a backpack sprayer or mist blower If the Tomahawk Backpack Fogger you have works as a mist blower/sprayer similar to the Tomahawk Power Mist Blower TMD14 with Turbo Boost, that would be an acceptable piece of equipment to use for applying Bifen XTS. Please see the product label for complete instructions.

According to the manufacturer:
To maximize efficacy against subsurface pests, apply Bifen XTS with a non-ionic surfactant in enough water to ensure the spray penetrates to soil-thatch matrix. Irrigate treated areas with 0.25 to 0.5 inches of water immediately following application taking special care to prevent run-off or puddling.
