Yes. You will only want to fill the bulb duster about 1/3 of the way with Diatomaceous Earth to allow air to get into the bulb.

However, I went into our warehouse and filled one with water and it dispensed in a perfect stream with no problems, so I would say it is perfectly fine to apply liquid through a drill hole. The Bulb Duster is designed to disperse insecticide dusts.  Baking soda is a heavier substance than most insecticidal dusts typically would be so we cannot say for sure that it would work. Â
