You could potentially use a fogger in a shipping container if it were not completely full and you had access to use the fogger correctly before the container were sealed up for shipment. The problem with fogging is that it only kills insects that are exposed at the time the insecticide is released. If you are able to treat the container before it is packed, then you could use a residual insecticide around the edges and in corners, either a liquid concentrate or an aerosol like Gentrol Complete. Gentrol Complete has both residual insecticide plus an Insect Growth Regulator, which is kind of like birth control for bugs. You could also use roach bait stations like Maxforce FC Roach Bait Stations in the container and also in storage tubs or boxes that you suspect may have roaches.
Regardless, we would strongly recommend cleaning as much as possible before the move and discarding any infested items that cannot be cleaned so that roaches or other insects are not brought into the new residence.
