We noticed you had the bait a very short time before deciding they would not work for you. Please allow the bait a few weeks to actually kill the roaches. Roach baits are made to work very slowly to allow the roaches to pass the bait around the nest. It is very common for the bait to not look like it is being eaten because roaches only consume a very small amount at a time. Roach populations do not build up over night and they do not go away over night. Baiting alone does take a long time to eliminate roaches.
