The active ingredient brodifacoum is an anticoagulant, meaning that when it is ingested, the poison is transferred from the digestive system to the bloodstream where it hinders clotting, causing eventual death.

Description
Final is especially effective in the control of persistent mouse infestations where bait resistance is suspected. The fresh-tasting, highly compressed pelleted bait has a long shelf life and holds up especially well in adverse conditions, making it ideal for use in moist environments. The hardness of the pellet satisfies the rodent’s desire to gnaw. Final Rodenticide Pellets may be used in bait stations along rodent runways and in hard-to-reach locations, or poured down burrows. Determine areas where rats or mice will most likely find and consume the bait. Generally, these areas are along walls, by gnawed openings, in or beside burrows, in corners and concealed places, between floors and walls, or in locations where rodents or their signs have been seen. Protect bait from rain and snow. To increase effectiveness, remove as much alternative food as possible so that rodents will seek the bait first. For rats, apply 3 to 16 ounces of bait at intervals of approximately 15 to 30 feet per placement. For mice, apply 1/4 to 1/2 oz. (1 - 2 level tablespoons) of bait per placement at 8 to 12 foot intervals. Maintain an uninterrupted supply of fresh bait for at least 10 to 15 days or until signs of rodent activity cease. Recommended for use with Protecta brand Bait Stations or other secure, tamper-resistant bait station.

Do not place bait in areas where there is a possibility of contaminating food or surfaces that come in direct contact with food. When used in USDA-inspected facilities, this product must be applied in tamper-resistant bait stations. Do notbroadcast bait.

FOLLOW-UP:
Replace contaminated or spoiled bait immediately. Collect and dispose of all dead, exposed animals and leftover bait. To prevent reinfestation, limit sources of rodent food, water, and harborage as much as possible. If reinfestation does occur, repeat treatment. Where a continuous source of infestation is present, establish permanent bait stations and replenish as needed.

Hard to say more than that. In just one night, several of the packets were chewed through and I found two dead rodents in the yard the next day. Powerful and effective - just what you want.
You do not need to open the Final Rodenticide Pellet Place Packs. The rodents wil indeed chew right through the bags and consume the bait.
